Rogue Shinigami

Rogue Shinigami are Shinigami that drop extra Death Note(s) from the Shinigami Realm down to the human world in order to allow humans the use of their spare killer notebook(s). Historically, humans have either killed other humans with the Death Note(s) or ended up burning them, thereby destroying the Death Note for any number of reasons.

Ryuk is the first Rogue Shinigami that is shown in the series, and follows Light Yagami during most of the series. It is stated early on in the story that there have been other Death Notes dropped into the human world before. Ryuk dropped his spare Death Note out of boredom, figuring that it would be a lot more fun in the human world. Ryuk doing this is why the other Shinigami become more interested in the human world later on, with the exception of Rem.

Rem gives Misa the notebook which once belonged to Gelus and will haunt Misa until her death. It is unknown if she really is a Rogue Shinigami or not, considering that she didn't drop the notebook for entertainment. Instead, she did what she believed Gelus would have wanted her to do: give his Death Note to Misa, the human that he died for.

Midora drops her extra notebook in the human world years after Light's death. She accompanies a Death Note user known only as C-Kira as he kills elderly people. After being called a murderer by Near, he becomes scared and commits suicide. Midora gave his notebook to Ryuk at the end, possibly meaning the beginning of a future storyline with her as the catalyst once again.

The Unnamed Shinigami that is seen in the one-shot special of the anime is not interested in the Shinigami Realm, instead seeking out Ryuk in order to travel to the human world. After Ryuk's story, he leaves the Shinigami Realm (likely with a spare Death Note), so it can be assumed that he is a Rogue Shinigami as well.
